3、投標人資格要求
投標人應具備的資格或業(yè)績:（1）投標人是響應招標、已在招標機構處領購招標文件并參加投標競爭的法人或其他組織。任何未在招標機構處領購招標文件的法人均不得參加投標。
The Bidder is legal person or other organization that has purchased the Bidding Document from the Tendering Agent, and has participated in the bid. Any legal person or organization that has not purchased the Bidding Document from the Tendering Agent is not allowed to participate in the bid.
（2）凡是來自中華人民共和國或是與中華人民共和國有正常貿易往來的國家或地區(qū)（以下簡稱“合格來源國/地區(qū)”）的法人均可投標。
This Invitation for Bids is open to all legal persons or other organizations within the People’s Republic of China (hereinafter abb. as “PRC”) or from all countries/areas which have regular trade relations with PRC (hereinafter called “the eligible source countries/areas”).
（3）與招標人存在利害關系可能影響招標公正性的法人不得參加投標。
Any legal person or other organization that has conflict of interest with the Tenderee and may have impact on fairness of the bidding is not allowed to participate in the bid.
（4）接受委托參與項目前期咨詢和招標文件編制的法人不得參加受托項目的投標，也不得為該項目的投標人編制投標文件或者提供咨詢。
Any legal person or other organization that has been entrusted to provide consulting service at the preliminary stage of the project or to prepare the Bidding Document is not allowed to participate in the bid, nor to prepare bid documents or provide consulting service to the Bidder.
（5）單位負責人為同一人或者存在控股、管理關系的不同單位，不得參加同一招標項目包投標，共同組成聯(lián)合體投標的除外。
Different Bidders that have the same person in charge or have the relationship of share-holding or management should not participate in the bids for the same package. except for the case to form a Joint Venture to bid.
（6）只有在法律上和財務上獨立、合法運作并獨立于招標人和招標機構的供貨人才能參加投標。
The Suppliers may participate in the bids only if they are legally and financially autonomous, if they operate under relevant law, and if they are not a dependent agency of the Tenderee or the Tendering Agent.
（7）投標人應當于招標文件載明的投標截止時間前在中國國際招標網（網址：******）成功注冊。否則，投標人將不能進入招標程序，由此產生的后果由其自行承擔。
Bidders should successfully complete the registration on ****** (hereinafter abb. as “the Website”) prior to the deadline for submission of Bids stipulated in the Bidding Document. Otherwise, the Bidders cannot enter into bidding procedures, and any consequence arisen thereafter shall be borne by Bidders.
（8）投標人必須是專業(yè)的設備制造商或為國外制造商針對本項目的唯一授權代理商，并提供“制造商資格聲明”（格式見第一冊第四章格式IV-9-2）。中國境內投標人須提供營業(yè)執(zhí)照副本掃描件；中國境外投標人的公司須提供注冊證明文件掃描件。投標人為中華人民共和國以內企業(yè)的（不含港澳臺地區(qū)，下同），掃描件需加蓋公章的；國外的（含港澳臺地區(qū)，下同）只需被授權人簽字。投標人為代理商的，還需提供制造商針對本項目的唯一授權原件掃描件。
The Bidder shall be professional equipment manufacturer, or the foreign manufacturer's only authorized agent for this project. “Manufacturer Qualification Statement” shall be provided (the format is as per IV-9-2 in Chapter IV of Volume I). Copies of business licenses shall be submitted by bidders in China and copies of registration certificates shall be submitted by bidders abroad. Sealing with company stamp for domestic bidders(excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below). "Letter of exclusive Authority for the project from Manufacturer" shall be provided by agent.
（9）標包號1、標包號2投標人須提供覆蓋本次招標范圍的不低于SIL2認證旋塞閥閥門的認證證書。代理商投標的需提供其所代理企業(yè)的覆蓋本次招標范圍的不低于SIL2認證旋塞閥閥門的認證證書。
Bidders with Package 1, Package 2 must provide certification certificates for plug valves that cover the scope of this bidding and are not lower than SIL2 certification. Agents bidding must provide certification certificates for their represented enterprises that cover the scope of this bidding and are not lower than SIL2 certified plug valves.
（10）投標人需提供中華人民共和國特種設備生產制造許可證（壓力管道元件TS證書許可等級在A1范圍），且認證范圍能覆蓋招標文件中所有產品。同時提供對應的《特種設備型式試驗證書》，型式試驗證書允許的范圍需覆蓋招標產品范圍。
The bidder shall provide the Special Equipment Production and Manufacturing License of the People's Republic of China (TS Certificate for Pressure Pipeline Components with license level A1), and the certification scope shall cover all products in this bidding documents. At the same time, provide the corresponding 'Special Equipment Type Test Certificate', and the scope allowed by the type test certificate must cover the scope of the bidding products.
（11）投標人需提供API607防火認證和ISO9000系列或同等質量管理體系認證 。
The bidder shall provide API607 fire protection certification and ISO9000 series or equivalent quality management system certification.
******事務所審計的2023或2024年度財務審計報告復印件（復印件須加蓋投標人公章，如為國外投標人只需被授權人簽字）。
Bidders shall provide the original Credit Certificates issued by the bank where his basic account is open, or the copy of Annual Audit Report of 2023 or 2024 with its company sealing for domestic bidders (excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below).
（13）標包號1、標包號2投標人須提供2020年1月1日至今應用于中國范圍內醋酸生產裝置的鋯材旋塞閥（規(guī)格不低于10”600BL）的銷售業(yè)績至少5臺，并提供業(yè)績清單。(業(yè)績清單格式見第六章附表1）；

The bidder with package 1 and package 2 must have sale experience of at least 5 sets Zirconium material plug valve (specification not less than 10 "600BL) used in acetic acid plant in China since January 1, 2020, and provide a performance list.( See Attached Table 1 of Section Six for the format of performance list);
The bidder with package 3 must have sale experience of at least 3 sets Zirconium material check valve (specification not less than 10 "600BL) used in acetic acid plant in China since January 1, 2020, and provide a performance list.( See Attached Table 1 of Section Six for the format of performance list);
有效業(yè)績的認定條件為：The successful experience shall be identified upon:
提供加蓋投標人公章的業(yè)績合同及技術協(xié)議復印件（合同及技術協(xié)議須體現(xiàn)供貨內容、簽字蓋章頁及簽約日期、用戶的名稱、聯(lián)系方式等）。
A copy of the performance contract and technical agreements stamped with the bidder's company seal (the contract and technical agreements should reflect the supply content including working conditions or technical parameters, signature and seal pages, signing date, user name, contact information, etc.).
（14）投標人應提供制造商對產品質量保證和售后服務的承諾函原件。
The bidder shall provide the original letter of commitment for the manufacturer's product quality assurance and after-sales service.
（15）投標的投標代表須提供法定代表人授權書（格式見招標文件第一冊第四章，格式IV-8）、法定代表人身份證明書及被授權人的身份證明（身份證）；如負責本次投標的代表為該公司的法定代表人，須提供有效的該公司法定代表人身份證明書和該法定代表人的身份證明（身份證）。
Power of Attorney of legal representative (the format is as per Section 4 Form IV-8,ITB Volume One), Certificate Identity of legal representative and the Identification Card of the authorized representative shall be provided; if the authorized representative for the bid is the company’s legal representative, the qualified company’s legal representative certificated and his Identification Card shall be provided.
