一、競賽名稱(chēng)

　　I. Competition Name

　　廣州白云機場(chǎng)門(mén)戶(hù)樞紐“云航世界”（Aeroverse）城市設計國際競賽（以下簡(jiǎn)稱(chēng)“競賽”）

　　International Urban Design Competition for the "Aeroverse" Gateway Hub at Guangzhou Baiyun Airport（hereinafter referred to as " the Competition"）

　　二、競賽背景

　　II. Background

　　臨空經(jīng)濟是繼海運、天然運河、鐵路、公路之后，第五波城市發(fā)展浪潮的經(jīng)濟發(fā)展形式和主要推動(dòng)力。近年來(lái)，《廣州市臨空經(jīng)濟區條例》和《廣州臨空經(jīng)濟發(fā)展“十四五”規劃》先后出臺，廣州白云國際機場(chǎng)三期擴建工程也在加快建設中，依托國家臨空經(jīng)濟示范區、國家級綜合保稅區、空港型國家物流樞紐、廣東自貿區聯(lián)動(dòng)發(fā)展片區等已有的國家、省功能平臺，廣州空港經(jīng)濟區將迎來(lái)新的發(fā)展契機，加快構建以門(mén)戶(hù)樞紐為核心的新發(fā)展格局。

　　The aviation economy, following ocean shipping, natural canals, railways, highways, represents the economic development form serves as a critical driver of the fifth wave of urban development. In recent years, Guangzhou rolled out the Regulations of Guangzhou Airport Economic Zone the 14th Five-Year Plan for Guangzhou’s Airport Economic Development in Guangzhou while accelerating the construction of the Phase III expansion project of Guangzhou Baiyun International Airport. Leveraging on the existing national provincial functional platforms, such as the National Airport Economic Demonstration Zone, National Comprehensive Bonded Zone, Aerotropolis National Logistics Hub, Guangdong Free Trade Zone Linkage Development Zone, Guangzhou Aerotropolis Development District(GADD) will usher in new development opportunities quicken its paces in establishing a new development pattern centered on gateway hubs.

　　借助國際視野和經(jīng)驗，充分發(fā)揮廣州白云國際機場(chǎng)的樞紐優(yōu)勢，明確未來(lái)空港經(jīng)濟區的發(fā)展方向，統籌機場(chǎng)周邊9平方公里區域的規劃建設。競賽面向全球公開(kāi)邀請具有相關(guān)規劃設計和產(chǎn)業(yè)策劃經(jīng)驗的機構參與，集思廣益、創(chuàng )新進(jìn)取，征集具有國際一流水準的規劃設計成果，引領(lǐng)空港經(jīng)濟區發(fā)展，打造具備更高開(kāi)放水平的門(mén)戶(hù)樞紐片區，形成現代化高質(zhì)量發(fā)展新標桿。

　　In this context, the Competition is launched to draw on international perspective experience. It intends to fully leverage the hub advantages of Guangzhou Baiyun International Airport to identify the future development direction of GADD, coordinate the planning construction of the 9 square kilometer area around the airport. Open to design firms with relevant experiences in urban planning industrial planning from around the world, the Competition encourages brainstorming innovations, aiming to solicit world’s first-class planning design proposals to lead the development of GADD, create a gateway hub area with a higher level of openness, form a new benchmark for modern high-quality development.

　　三、競賽范圍和內容

　　III. Work Content

　　本次國際競賽工作內容包含總體規劃研究、核心區規劃設計兩部分。

　　The Competition involves two parts of work, i.e.: the Overall Planning Research the Core Area Planning Design.

　　總體規劃研究范圍約9平方公里，達到控制性詳細規劃深度。聚焦高水平對外開(kāi)放背景下白云機場(chǎng)門(mén)戶(hù)樞紐的整體提升策略、產(chǎn)業(yè)研究和空間規劃，提出整體功能定位、總體布局方案、功能布局和業(yè)態(tài)策劃，并開(kāi)展綜合交通、立體慢行系統、公共空間體系、地下空間、土地整備等專(zhuān)項規劃，目標實(shí)現區域整體發(fā)展與聯(lián)動(dòng)開(kāi)發(fā)。

　　The Overall Planning Research covers an area of approximately 9 square kilometers, will be detailed to the Regulatory Detailed Planning level. It focuses on the overall improvement strategy, industrial research spatial planning of the Baiyun Airport Gateway Hub against the backdrop of high-level opening-up in China. It is expected to proposes an overall functional positioning, overall layout plan, functional layout business format planning, conducts special planning for comprehensive transportation, multi-level slow traffic system, public space system, underground spaces land consolidation, so as to achieve the overall development coordinated development of the region.

　　核心區規劃設計范圍約2.2平方公里，達到修建性詳細規劃及建筑概念設計深度。把控整體空間形態(tài)、建筑組群風(fēng)貌、天際線(xiàn)、第五立面等空間要素，開(kāi)展建筑總平面布局、建筑及空間形態(tài)細化、交通方案設計、地上地下銜接、地下空間利用及豎向設計指引，深化重要節點(diǎn)地標建筑方案設計，探索相關(guān)配套支撐政策，打造國際的空港門(mén)戶(hù)樞紐地標形象。

　　The Core Area Planning Design covers an area of approximately 2.2 square kilometers, will be detailed up to Constructive-Detailed Planning Architectural Concept Design. The Core Area Planning Design is expected to control the overall spatial form spatial elements like architectural style, skylines, the fifth facade, etc. Specific works include: devising general layout of the buildings; refining the architectural spatial forms; proposing the transportation plan, connection between the above-ground underground spaces, uses of underground spaces vertical design guidelines; detailing architectural design of landmarks at important nodes; exploring relevant supporting policies, all aiming to create a landmark of the Baiyun Airport Gateway Hub with international appeal.

　　后續將結合工作開(kāi)展及實(shí)際需求對規劃范圍進(jìn)行微調，具體內容以《國際競賽設計任務(wù)書(shū)》為準。

　　The planning scope might be slightly adjusted at the later stage to cope with the work progress actual needs, while relevant details are subject to the Design Brief of the Competition.

　　四、競賽報名方式

　　IV. Registration

　　（一） 申請人資格要求

　　(I) Qualification Requirements for Applicants

　　1. 接受聯(lián)合體報名參賽，以聯(lián)合體形式申請的，聯(lián)合體中至少有一家成員具備下述第4點(diǎn)的資質(zhì)條件。鼓勵由境內、境外規劃設計團隊及相關(guān)專(zhuān)項技術(shù)團隊共同組成聯(lián)合體參加，聯(lián)合體單位不超過(guò)三家，其中至少一家應為境內單位。申請人須提交聯(lián)合體協(xié)議，并在協(xié)議中明確聯(lián)合體的主體單位。聯(lián)合體各成員簽訂聯(lián)合體協(xié)議后，不得再以自己名義單獨申請，也不得組成新的聯(lián)合體或參與其他聯(lián)合體，否則資格無(wú)效。

　　Applications in form of consortium are accepted, where at least one member of the consortium must meet the qualification requirements specified in point 4 below. Consortiums jointly formed by domestic overseas planning design teams relevant specialized technical teams are encouraged, with a maximum of three members, including at least one member from the Chinese Mainland. Applicants must submit a consortium agreement to clearly specify the lead member. Once entering the consortium agreement, any consortium member is not allowed to register for the Competition separately in its own name, nor form a new consortium join other consortium;.otherwise, it will be disqualified from the Competition.

　　2. 申請人（若為聯(lián)合體，指聯(lián)合體各方）是合法注冊的獨立法人或合伙制企業(yè)或其他組織，須提供有效的營(yíng)業(yè)執照或注冊登記證明。

　　The applicant ( member of a consortium) shall be a legally registered, independent legal person, a partnership business, other organization, it must provide valid business license business registration certificate.

　　3. 申請人（獨立或聯(lián)合體，下同）負責人為同一人或者存在控股、管理關(guān)系的不同單位，不得同時(shí)以多個(gè)申請人名義參加。

　　Different teams (either independent as a consortium member, the same below) headed by the same person held/managed by each other are not allowed to register for the Competition in the names of multiple applicants.

　　4. 申請人須具備由中華人民共和國自然資源部頒發(fā)的城鄉規劃編制甲級資質(zhì)，或住房和城鄉建設部核準的建筑行業(yè)(建筑工程)專(zhuān)業(yè)設計甲級資質(zhì)（或工程設計綜合甲級資質(zhì)，或工程設計（建筑行業(yè)）甲級資質(zhì)）證書(shū)。

　　The applicant must hold a Class A qualification certificate for urban rural planning compilation issued by the Ministry of Natural Resources of the People's Republic of China, a Class A qualification certificate for professional design in the Building industry (building engineering) ( a comprehensive Class A qualification certificate for engineering design, a Class A qualification certificate for engineering design in the architectural industry) approved by the Ministry of Housing Urban-Rural Development .

　　5. 申請人須具有臨空經(jīng)濟區、航空新城、特大或超大城市地區等范圍之一的城市設計，或戰略發(fā)展咨詢(xún)與規劃，或城市產(chǎn)業(yè)咨詢(xún)策劃的相關(guān)業(yè)績(jì)。

　　Applicants must have relevant project experience in urban design, strategic development consulting planning, urban industry consulting planning in one of the areas such as airport economic zone, aviation new town, megacity super-large cities.

　　6. 申請人在《資格預審申請文件》中所列出的領(lǐng)銜設計師須親自開(kāi)展本項目的設計工作，且親自出席進(jìn)行成果方案匯報。請所列出的領(lǐng)銜設計師根據競賽時(shí)間安排提前預留時(shí)間、做好準備。如因特殊原因，領(lǐng)銜設計師確實(shí)無(wú)法赴現場(chǎng)參會(huì )的，須在《參賽單位申請表》及《資格預審申請文件》中進(jìn)行說(shuō)明，并承諾將通過(guò)視頻或電話(huà)會(huì )議的方式參會(huì )。所述情況將在資格預審評審時(shí)予以綜合考慮。

　　The lead designer appointed by the applicant in the Prequalification Application Document must conduct the design work attend the presentation meeting of the project in person. He/she is kindly requested to reserve time make preparations in advance according to the competition schedule. If the lead designer is truly unable to attend the meeting on site due to special reasons, explanations must be made in the Application Form, the Prequalification Application Document his/her presence via video teleconference shall be guaranteed. The aforesaid situation will be considered at the Prequalification Selection Meeting.

　　7. 若申請人為境外機構，須與境內的單位組成聯(lián)合體報名參賽。

　　If the applicant is from outside the Chinese Mainland, it shall form a consortium with an organization from the Chinese Mainland to register for the Competition.

　　（二）《資格預審申請文件（格式文件）》的獲取

　　(II) Access to the Prequalification Application Documents (File Templates)

　　凡有意參加本次競賽的潛在申請人，請于2025年4月25日16:00時(shí)至2025年5月8日16：00時(shí)，將《參賽單位申請表》《保密承諾函》（附件1-2）簽字并加蓋公章后掃描為PDF，電郵到競賽組織代理服務(wù)單位，以領(lǐng)取《資格預審申請文件（格式文件）》。接受材料的競賽組織代理服務(wù)單位郵箱地址：******。

　　Interested applicants may submit their applications from 16:00 on April 25, 2025 to 16:00 on May 8, 2025. Please sign affix your official seal to the Application Form Confidentiality Commitment Letter(Appendices 1-2), then scan them PDF email them to the Organizing Consultant at ****** to obtain the Prequalification Application Documents (File Templates).

　　（三）《資格預審申請文件》的提交

　　(III) Submission of the Prequalification Application Documents

　　1. 《資格預審申請文件》應以電子文件和紙質(zhì)文件的形式提交。提交截止時(shí)間為2025年5月14日17:00時(shí)，提交的時(shí)間以電子文件上傳成功的時(shí)間為準。除了在截止時(shí)間前成功上傳的《資格預審申請文件》外，未在截止時(shí)間前上傳或以其他形式提交的《資格預審申請文件》一律不被受理。

　　The Prequalification Application Documents shall be submitted in both electronic paper documents by17:00, May 14, 2025. The submission time is subject to the successful upload time of the electronic files. Except for the Prequalification Application Documents successfully uploaded before the deadline, Prequalification Application Documents uploaded after the deadline submitted in any other forms will not be accepted.

　　2. 電子文件包括全套正本《資格預審申請文件》的PDF掃描件和PPT文件。申請人應將電子文件電郵到競賽組織代理服務(wù)單位，接收材料的競賽組織代理服務(wù)單位郵箱地址：******

　　（以.rar或.zip形式壓縮后上傳，請注意無(wú)需加密）。

　　Electronic documents include scanned PDF copies PPT files of the complete set of original Prequalification Application Documents. Applicants should email the electronic documents to the email address of the Organizing Consultant at ****** (to be uploaded in compressed .rar .zip format without encryption.

　　3. 申請人應將紙質(zhì)《資格預審申請文件******有限公司（地址：廣東省廣州市越秀區先烈中路102號華盛大廈北塔26樓2608室），收件人：曾超深，電話(huà)：020-******-511，******。

　　Applicants shall deliver seven sets of Prequalification Application Documents (one original six copies) in hard copies to the Organizing Consultant, namely Guangdong Yuanzheng Bidding & Purchase Co., Ltd. (Address: Room 2608, the 26th Floor, North Tower, Huasheng Building, No. 102, Xianlie Middle Road, Yuexiu District, Guangzhou City, Guangdong Province) to the attention of Zeng Chaoshen, Tel: 020-******-5111, ******.

　　4. 申請人應當確保其提交的《資格預審申請文件》的電子文件和紙質(zhì)文件內容一致。當《資格預審申請文件》的電子文件與紙質(zhì)文件內容不一致時(shí)，以電子文件為準。

　　Applicants shall ensure that the electronic paper versions of the Prequalification Application Documents they submit are consistent in content. In the event of any discrepancy, the electronic version shall prevail.

　　五、入圍方式

　　V. Prequalification Method

　　******委員會(huì )將對申請人進(jìn)行綜合評審和比較，擇優(yōu)評選出3名入圍參賽團隊（含聯(lián)合體，下同）和3名候補參賽團隊（《參賽機構遴選細則》詳見(jiàn)附件3）。當正式入圍的參賽團隊無(wú)法參加競賽時(shí)，主辦單位可根據候補參賽團隊的排名，依次選擇候補參賽團隊增補。主辦單位保留不增補的權利。

　　After the applicant submits the Prequalification Application Documents, the Selection Committee will conduct a comprehensive review comparison of the applicants to three shortlisted teams (including consortium, the same below) three alternative teams (for details of the Participant Selection Rules, please refer to Appendix 3). When any shortlisted teams is unable to take part in the Competition, the Host may, based on the ranking of the alternative teams, approve the participation by alternative teams in turn; meanwhile,. it also reserves the right not to approve the participation of alternative teams.

　　六、獎金費用

　　VI. Prizs Fees

　　（一）獎金設置

　　(I) Prizes Fees

　　******委員會(huì )對提交的設計方案進(jìn)行評審及排名，入圍參賽團隊將獲得獎金如下：

　　Based on the Evaluation Committee’s evaluation ranking of the submitted design proposals, the shortlisted teams will receive the following prize money:

　　第一名：獲得人民幣380萬(wàn)元（含入圍咨詢(xún)費160萬(wàn)元、優(yōu)勝獎金220萬(wàn)元）；

　　The first place winner will receive CNY 3.8 million(including CNY1.6 million as the consulting fee CNY 2.2 million as the winning prize);

　　第二名：獲得人民幣200萬(wàn)元（含入圍咨詢(xún)費160萬(wàn)元、優(yōu)勝獎金40萬(wàn)元）；

　　The second place winner will receive CNY 2 million (including CNY 1.6 million as the consulting fee CNY 400,000 as the winning prize);

　　第三名：獲得人民幣160萬(wàn)元（即入圍咨詢(xún)費160萬(wàn)元）。

　　The third place winner will receive CNY 1.6 million (i.e., the consulting fee of CNY 1.6 million).

　　（二）說(shuō)明

　　(II) Notes

　　1. ******委員會(huì )評定為無(wú)效設計方案的競賽團隊，將不能獲得國際競賽相關(guān)費用。

　　All the above consulting fees prizes are inclusive of tax. Competition teams whose design proposals are evaluated as invalid by the Evaluation Committee will not be eligible for the relevant fees of the Competition.

　　2. 第一名須參與競賽方案后續深化工作。

　　The first place winner must participate in the subsequent detailing of the design proposal.

　　七、競賽時(shí)間安排

　　本次競賽將分為報名及資格預審階段、方案設計及評審階段。初步時(shí)間安排如下：
